Change of Land Use (CLU) for Restaurants, Hotels, Dhabas, Banquet Halls & Resorts
The matter for framing of policy for granting the Change of Land Use permissions in controlled area for setting up of Dhabas, Fuel Filing Stations, Banquet Hall, Restaurant, Motel/Resort/Theme Park has been considered by the Government and after careful consideration of the matter, the Governor of Haryana is pleased to convey the policy parameters relating to the Change of Land Use in controlled areas as under:
Below are category-wise norms and eligibility requirements for setting up different hospitality-related facilities in designated zones as per Haryana CLU policies.
Norms for Dhabas in Various Zones
The following norms apply to dhabas located in Agriculture, Residential, Industrial, Transport and Communication Zones as approved by the Government:

Norms for Fuel Filling Stations
Change of Land Use permission for setting up of Fuel Filling Station along National Highway shall only be considered if the site fulfills the minimum distance norms between two filling stations and nearest intersection or submits prior permission from National Highway Authority of India in this regard.

Policy for Grant of CLU Permission for Starred Hotels & Restaurants
CLU permission for setting up of Starred Hotels & Restaurants in only Residential & Commercial sectors of Low & Medium Potential Zones of various development plans can be granted.
This policy was not extended to High & Hyper Potential Zones mainly on account of the reason that these projects are being catered by shopping malls, retail shopping, corporate office complexes by commercial licences and there is no demand of commercial licences in Low & Medium Potential Zones.

Approach and Planning Parameters:
a. The site should be approachable from minimum 24 mtr wide existing road or service road proposed along sector dividing roads. However, in case of grant of CLU permission for additional land or change of category (within above said three categories only), the existing approach shall be considered adequate.
b. Maximum 2 nos. of each facility shall be allowed in a residential sector in addition to already existing units. Further, these facilities shall be allowed beyond permissible limit of 3.5% for grant of commercial licences in residential sectors.
